Through technology spillover effects, upstream and downstream enterprises can be driven to innovate collaboratively, increasing the technological density and competitiveness of the entire industrial cluster. This will enhance the industry’s ability to cope with market fluctuations and help Xuzhou transform from a “manufacturing base” into a “highland of creation.”
